Identifying a pendant

Hi - I’m new too. Several years ago I was given a beautiful pendant and would like to know the artist and value. It has a swivel bale and is designed on all surfaces. There is an eagle head hallmark that I can’t find on hallmark sources. I’m attaching photos of details. Can someone please help me? Thanks

I am researching the piece, very interesting. It looks like it has some writing on the bar above the long oval, can you tell me what it says?
