Looking to identify maker from hallmark

Hi,
I’ve searched for the maker for this hallmark. It’s stamped on a brass belt buckle with a bear in what appears to be coral?

The bear is cut from spiny oyster, which has a similar color to coral and is inlaid, along with treated turquoise shards, and low/medium grade lapis in black epoxy. This doesn’t look like a Native American piece.
