Bille Hougart’s hallmark book attributes this mark to Raymond C. Yazzie. Pretty amazing, I have included a few pics of his early work from the 1970s. I am not sure when he transitioned to his current style.

I talked with Raymond and he said that he never used this stamp. He says that is a mistake in the hallmark book, and that he has always used the arrowhead.
