This is a modern sterling silver piece that is not Native American. The bear looks to be carved out of bone or another organic material, and the stone above the bear looks like moonstone.

Sajen makes a lot of carved stone pieces set in sterling. They seem to do mostly faces, but they also make animals including bears.
