Identifying the Artist, Tribe, and Value

Hi All -

I recently purchased a beautifully detailed pin of a native woman sitting with twin children. I’m at a loss to describe the jewelry item to my Etsy customers…It appears to be marked as Sterling, and also 90 (coin silver?) with the initials O.F.

Can anyone help identify the hallmark/artist and tribe? I also have no idea what this is worth, just that it is a very beautiful and special piece.

This looks to be the mark of Carol Felley. I believe that she is an anglo and not associated with any tribe. You can find her jewelry on ebay to get an idea of worth. Hope this helps.
