From the photos it looks like brass, glass, and bone on new leather.
It was described as vintage Plains Indian Breast Plate. Here’s another close up of the round beads. They are not uniform in size or appearance and have inclusions so I thought they might be hand-carved turquoise.

Michaels sells this type of faceted beads as reconstituted, turquoise colored stone.
If they mean Etsy definition of vintage (20 years), maybe. The glass beads do not look vintage/antique. Beads you think are turquoise are glass. No breast plate I have ever seen has had turquoise although I did see one in a museum that featured bullet casings. I would say made within the last few decades. But not Native.
