Welcome to the forum, believe these are Mexican made. Here is a good place to start, Mexican Silver Marks Menu - Encyclopedia of Silver Marks, Hallmarks & Makers' Marks. Also, several collectors on the forum are very familiar with Mexican silver and might have the answer.
This is a Mexican Hallmark. I am unable to identify the owner of the hallmark in Hougart’s book. The hallmark reads; STERLING HECHO EN MEXICO. The only thing I can say from the hallmark is that it is pre-1980.
