Need help understanding why this might have cost $800, I don’t know what the white layer on the back is as well?

You didn’t include an image of the back, but from your description I am imaging it might be shell. Some artists will inlay the stone on top of shell instead of silver, popular with Pueblo work. It would help if you included a description of what the seller is saying about the piece.
Thank you so much, I just bought the the bolo tie from an auction. It had an old price on it for $800, I just couldn’t figure out what about it was so special to make it that cost.
